Substack will not run the widget — here is what does

No scripts in a newsletter. Use a testimonial image.

What to do instead

Neither Substack's posts nor anybody's email client will run a script — email has not run JavaScript for twenty years, and that is a good thing.
Use a testimonial image: the quotation drawn as a picture, with your colour and mark, which you paste into the post like any other image.
Link the hosted wall under it for readers who want to see the rest.
